It is a blended rate: every attached module priced at its list rate, multiplied by the share of a client's people expected to use it, multiplied by the volume factor for that client's size. It is not the sum of list prices, because very few clients put every person on every module.
By the client's headcount — never by the size of your book. Full-Service Payroll and HR discount on one curve, every other software module on a steeper one, and Health & Life, Workers' Comp and the Employment Lawyer are never tier-discounted because their price is carrier-set.
